Share the spoils

My guess is as the author mentioned at the end of the article, "Others say some sectors in the legal department want him out so they can appropriate among themselves all of the change-of-status proceedings filed before the office.".

Maybe he wasn't sharing the bribes so the others in the office want a piece of the action.
